WHY
Command syntax:
/chanserv WHY #channel nick
Command description
This command is useful in finding out the reason why a
given nick is gaining operator status (@op) in a
registered channel. ChanServ will report a matching nick
or mask in the channel's lists of AOps or SOps. If the
nick has no matching nick or mask in the ACCESS lists,
then he/she might have gain temporary @Op privilege
from an existing @Operator.
Command examples
If you wish to find out why <Cu^Cu> has @Op status
in the channel, you can type the following command:
/chanserv WHY #Sibuop <Cu^Cu>
Special requirement
The user must have ACCESS in the channel, that is, the
user is at least an AOp or above.
Comments
There are a number of ways an user may gain special
privileges in the channel. Some channel security settings
may help to reduce possible problems in the channel. The
following examples show how an user may gain special
privileges in the channel:-
1) the user is using a matching ACCESS host.mask as the
real channel Operator;
2) the user registered an expired nick who has ACCESS in
the channel;
3) the user has identified to a nick who has ACCESS in the
channel; and
4) the user was given temporary special privileges (@op)
by existing channel Operator (@Op).
If the channel is facing problems which is due to lack of
security settings, then the channel Founder should
consider modifying channel settings to control it.

Consider the following possible solutions:-
1) To prevent problem arises out of user gaining special
privilege in the channel through matching ACCESS host
mask, the Founder should set the following command:
/chanserv SET #channel IDENT ON
The above channel mode will force the user to identify
his/her nick before he/she can be @Oped in the channel.
2) To prevent users who do not have permanent ACCESS
in the channel to gain temporary @op status, the
channel Founder should set the following command:
/chanserv SET #channel OPGUARD ON
This OPGUARD channel mode option will call upon
ChanServ to check if the @oping user is in the ACCESS
lists of the channel before giving the user his/her
privilege.
